Steve Meininger is the CEO of Inframark, a leading water and wastewater management service provider. Born and raised in Maryland, Steve holds a Civil Engineering Degree from Virginia Tech and a Master's in Environmental Engineering Degree from Clemson University.
With over 29 years of experience in the water and infrastructure industry, Steve has held various leadership positions in several companies, including Jacobs and CH2M HILL, where he led the Global Operations Management and Facility Services business unit for ten years.
Steve is known for his strategic thinking, vision, and ability to inspire and motivate teams. He is passionate about sustainability and innovation and will lead Inframark's efforts in implementing advanced technologies and sustainable practices to enhance operational efficiency and improve customer satisfaction.
Steve has made significant contributions to the industry and has been recognized for his achievements. He held the highest-level wastewater operator certification for more than two decades. He served on the board of the National Association of Water Companies for eight years and was a longstanding member of the Water Environment Federation and the American Society of Civil Engineers. In 2017-18, he received the Water for People Kenneth J. Miller Founders' Award.
In his personal life, Steve enjoys spending time with his family and participating in outdoor activities such as hiking, skiing, and fishing. He also is an endurance sports enthusiast and has participated in 100+ triathlons and represented Team USA at the ITU World Championship in Germany.
Todd Burrer is President of Utility Districts (UDs) for Inframark. He has over 20 years of management experience in the area of operations, customer service, and billing within the water and wastewater industry. His responsibilities have included overall financial, operational, and compliance for the Texas utility district business.
At Inframark, he is the leader of the senior level management team charged with managing day-to-day operations for the Texas MUD Region with over 400 employees, 180 utility districts, and 128 water and wastewater facilities that serve over 400,000 Texans.
A fifth-generation Houstonian, he earned his BME from Texas Christian University and has completed numerous courses in water and wastewater operations, utility management, and other related areas.
Actively involved in the Association of Water Board Directors, he currently serves as a member of the Program and Legislative committees as well as the Advisory Council. He served as Chairman of the Vendor Relations Committee from 1999 to 2020 and as a trustee for six consecutive years. He currently chairs the Operations and Environment Committee.
He is Chairman of the Greens Bayou Coalition and serves on the Board of Directors for the West Houston Association and the Cy-Fair Educational Foundation. Previous community positions include service to the Board of Directors of the Cy-Fair Volunteer Fire Department, the Board of Directors of Harris County MUD No. 489, and Harris County MUD No. 374.
In 2020, Todd was asked to serve as a regional representative for San Jacinto County on the Texas Water Development Board (TWDB) regional flood planning groups. This planning group was tasked with developing Texas’ first regional flood plans, culminating in the state’s first-ever state flood plan.
Trey Gavin leads Inframark’s engineering group, joining the company in 2024 as Senior Vice President and General Manager, when ESG Engineering joined Inframark. With 28 years of engineering experience, Trey has specialized in consulting and engineering design for the water and wastewater industry. He has been involved in more than 100 water and wastewater system studies and designs, from project conception to completion. As a dedicated client partner, Trey has used his significant expertise in grant funding to support clients, raising more than $150 million in federal grant dollars for municipal clients during the past five years. Trey earned a B.S. from the University of Georgia in Biological Engineering with an emphasis in Environmental Systems. As a dedicated member of the industry, he is a member of the AWWA and GAWP professional associations and is a current board member for the Middle Georgia Regional Commission.
Chris Tarase, President Community Management Services, holds a bachelor’s degree in Business Management and has been providing leadership and service excellence across multiple industries for over 20 years. He is based out of the corporate office in Houston and leads a team of more than 250 professionals across the South and Southeast.
Community Management provides management, financial, accounting, lifestyle, and field/maintenance services to Homeowner Associations, Commercial Associations, Community Development Districts (CDDs), Special Districts, and municipalities throughout Florida and Texas.
Chris leads all aspects of the Community Management business, including customer care, operations, accounting and finance teams, compliance, business development, client relations. He holds his CMCA and LCAM licenses to support the HOA business. He is fully engaged with all M&A activity within the Community Management region of Inframark.
Catherine Lang joined Inframark in March 2024 as the General Counsel. Catherine has over 30 years of experience in the industry devoted to contracts and complex infrastructure projects with over 20 years with Fortune 500 companies as in house counsel. Her last twenty-two years has been in the water and wastewater industry working for two large engineering and construction companies.
Prior to joining Inframark, Catherine was Chief Counsel for the Water division for HDR Engineering, where she supported the management team and all clients globally for the water market, handling all the at-risk business contracts for alternative delivery, design-build, construction management, program management, EPC and public private partnerships. As part of Water Business Group Executive Team, she provided guidance on legal matters, managed litigation, ethical issues, intellectual property issues, mergers and acquisitions and overall project risk management. Catherine has vast business and operations experience supporting the water market from a legal perspective and is active in leading industry groups.
From 2002 to 2028, Catherine held various in house counsel positions with CH2M HILL, including being Chief Counsel for the Operations and Maintenance Division and State and Local Government Sector. As Chief Counsel for State and Local Government Sector, Catherine supported all governmental clients globally across water, transportation and environmental industries. The State and Local Government Sector, a $2B+ business, has combined the strength of the water and transportation businesses in order to effectively market and deliver customized solutions for infrastructure growth across the globe. Catherine was responsible for CH2M HILL’s high-risk domestic and international business contracts for engineering, consulting services, design-build (including DBO and DBOM), construction, construction management, program management, EPC and public private partnership (PPP) services for their water, transportation and environmental businesses and would personally negotiate all high risk contracts.
Catherine received her bachelor’s degree from Fort Hays State University and her JD degree from Washburn Law School.
Linde Miscio joined Inframark in October 2023 as Vice President of Marketing and Communications. In this role, Linde focuses on managing and amplifying Inframark’s brand and reputation across all stakeholder groups.
With more than 20 years of corporate communications experience, Linde’s background spans a range of industries, including critical infrastructure, manufacturing, professional services and publishing.
She has contributed to numerous M&A integration and rebranding initiatives, and is certified in Prosci’s Change Management methodology. Linde’s specialty – and her focus at Inframark – is a people-first approach, helping organizations operationalize their brand from the inside-out by strengthening workplace cultures and enhancing employee experiences through transparent and engaging communications.
Linde earned a B.A. in English and Communications from James Madison University.
